Focusing on attracting investment in industrial zones is considered one of the breakthrough solutions for Thai Binh to soon become a developed province in the Red River Delta region.

Overcome limitations

Thai Binh currently has 46 CCNs established with a total area of 2,353.6ha; 44 industrial cluster have detailed planning with a total area of 1,869ha; in which industrial land is 1,280ha, recovered land is 667.4ha; leased land area is 498.9 ha, accounting for 39% of industrial land area and 74.8% of acquired land area.

Over the past time, the development of industrial zones in Thai Binh province has achieved certain results, attracting investment in industrial zones has increased rapidly in both the number and scale of projects; investment fields are increasingly diversified.

According to Mr. Dinh Ba Khai – Vice Chairman of Hung Ha District People’s Committee, Thai Binh province said: The promotion and attraction of investment in industrial zones in the district have been promoted and achieved remarkable results in recent years. start. In the first 6 months of 2022, Hung Ha district has 7 projects registered by investors, of which 2 are FDI investors, with a total capital of 26 million USD; 4 enterprises have proposed projects to expand the factory, and 3 investors proposed a new construction policy with a total capital of 265 billion.

A representative of Logitex Co. Ltd, Vu Ninh CCNs said that since investing in Vu Ninh CCN in 2019 until now, the two cotton and yarn fields that the company is operating are stable. Currently, the company has invested in phase 2 with an output of 220 tons of yarn/month, by 2023, the investment in phase 3 will increase to 500 tons of yarn/month. In particular, the company will redirect exports to foreign countries instead of domestic consumption from 2023.

Developing industrial zones and attracting investment in industrial zones are of great interest to Thai Binh province. However, according to the assessment of the Thai Binh Provincial People’s Committee, the development of industrial zones still has some shortcomings and limitations such as Investment attraction has not been paid due attention to sectors and levels, compensation, and site clearance. There are still many difficulties and complications, many projects cannot recover land for implementation; The land use plan and the proposal to change the land use purpose are not timely.

Along with that, the progress of investment in infrastructure construction of some industrial zones is still slow, including investment in building a centralized waste and wastewater collection and treatment system, affecting the environment and attracting investment. investment in Thai Binh province.

At a recent meeting with several industrial clusters in the province, Mr. Nguyen Khac Than – Chairman of the Thai Binh Provincial People’s Committee said that investment in the technical infrastructure of industrial parks is still slow. Therefore, it is required that CCN infrastructure investors, after being approved for the investment policy and being allocated land, urgently mobilize all resources to deploy today, and soon invest in completing the centralized wastewater treatment station to ensure sufficient conditions to attract secondary projects.

Due to limited land funds, infrastructure investors need to choose to attract secondary projects with high quality, high technology, high added value, low impact on the environment, and suitable to the nature of the industry. regulations of CCN, to promote land resources.

According to Mr. Thuan, the Department of Industry and Trade and the Thai Binh Department of Natural Resources and Environment should focus on inspecting and urging the progress of investment in technical infrastructure. In which, investors are requested to soon complete the construction of wastewater treatment works for CCN; urgently overcome environmental inadequacies; closely monitor the implementation of regulations, commitments, and criteria, and only accept qualified infrastructure investors…

According to a representative of Dong Do Group Joint Stock Company, right after the decision to approve the investment policy of Trung – Ne CCN, the enterprise began to implement the project. Up to now, CCN has completed ground leveling and technical infrastructure in an area of more than 20ha. Currently, CCN has attracted 2 FDI investors specializing in the production of sports shoes on an area of 15ha. It is expected that when the CCN comes into operation shortly, it will attract 8-10 businesses and create jobs for about 10,000 workers.

Rise from the emulation movement

According to experts, to develop effective and sustainable industrial zones, Thai Binh has no choice but to build and manage industrial clusters well, have investment policies and attract investment in infrastructure and projects. secondary to CCN is attractive enough. At the same time, perform well the reform of administrative procedures, improve the investment and business environment of the province; support enterprises in trade promotion activities, joint ventures, and associations to develop and orientate to develop high-quality human resources to serve the recruitment needs of enterprises…

To create a breakthrough in attracting investment in industrial zones, recently, Thai Binh province launched the emulation movement “Strengthening investment attraction in industrial zones in Thai Binh province”.

Thong Nhat Industrial Park in the Hung Ha district is being built by investors

According to Mr. Bui Duc Hanh – Deputy Director of Thai Binh Department of Industry and Trade, launching an emulation movement to increase investment attraction in industrial zones has created motivation for agencies, units, collectives, individuals, and enterprises inside and outside the province are interested in investing in industrial zones in the area. At the same time, creating a favorable environment for investors, investing in CCN enhances the attraction of secondary investors. Along with that, it is strengthening production and business activities in the area to contribute to filling industrial zones, promoting economic growth in general, and especially increasing the proportion of industry in the economic structure of the province.

It is known that since the emulation movement was launched, CCNs and businesses in the province have made efforts to build infrastructure; continue to invest in expanding and increasing the capacity of production plants.

According to Mr. Do Van Ve – Director of Huong Sen Comfort Textile Co., Ltd (in Dong Hai Industrial Park), the enterprise has built 2 factories in this industrial zone and we will continue to expand the area of this industrial complex by 22ha. again. In the coming time, the enterprise will coordinate with local authorities in site clearance so that the project can be quickly implemented.

According to a representative of the Quynh Phu District People’s Committee, the locality is very hopeful about the emulation movement, absorbing investment projects in industrial zones in the whole province in general and Quynh Phu in particular. Thereby, it will create a breakthrough in the development of industry and handicrafts in the area.
